近日，广东广信君达律师事务所高级合伙人闪涛律师作为广东省律师协会国际业务专业委员会委员，参与了广东省律师协会组织的境外法律服务市场专题调研活动。本次活动的考察团分别到访了柬埔寨、老挝和缅甸三国，对中国驻外机构、中资企业和海外公民境外法治需求、中国律所在海外设立分支机构流程以及中国律师事务所境外分支机构运营情况进行了较为全面、深入地了解。

  Recently，as a member of the International Business Committee of Guangdong Bar Association, lawyer Shan Tao of Guangdong ETR Law Firm participated in the research activities on overseas legal demand organized by Guangdong Bar Association. The delegation of this activity visited Cambodia, Laos and Myanmar respectively, and had a comprehensive and in-depth understanding of the overseas legal requirements of Chinese institutions, Chinese-funded enterprises and overseas citizens, the procedures of establishing overseas branches of Chinese law firms and the operation of overseas branches of Chinese law firms.

  在首站柬埔寨金边，考察团分别拜访了柬埔寨律师公会、中国驻柬埔寨大使馆经济商务参赞处、中国东盟法律合作柬埔寨中心、先丰（柬埔寨）安保服务有限公司以及数家国际律所和本地律所。通过与上述机构的座谈，考察团了解到柬埔寨对于外国律师和律所的监管机制、中资企业在柬投资状况以及在柬中资企业所遇到的问题等信息。在与柬埔寨国家律师协会会长SUN Visal先生等人的交流座谈过程中，双方分享了两地的律师行业发展情况，并表达了后续加强合作的意向。

  In the first stop in Phnom Penh, Cambodia, the delegation visited the Cambodian Lawyers Association, the Economic and Commercial Counsellor's Office of the Chinese Embassy in Cambodia, the China-ASEAN Legal Cooperation Cambodia Center, Xianfeng (Cambodia) Security Services Co., Ltd., and several international law firms and local laws. Through discussions with the above-mentioned institutions, the delegation learned about Cambodia's regulatory mechanisms for foreign lawyers and law firms, the status of Chinese-funded enterprises investing in Cambodia, and problems encountered by Chinese-funded enterprises in Cambodia. During the exchanges with the delegation represented by Mr. SUON Visal, President of the Cambodian National Bar Association, the two sides shared the views of the situation of the lawyer industry in the two places and expressed their intention to strengthen cooperation.

  在第二站老挝万象，考察团拜访了老挝国家律师协会、云南省商务厅驻老挝代表处、工商银行万象分行、中国老挝法律咨询服务中心以及数家中资律所和国际律所。上述商务部门和中资机构向考察团介绍了中国企业在老挝的投资情况并分享了一些典型案例，为考察团此行的调研任务提供了丰富的素材。作为最早来老挝创业的中国律所之一的八谦律师事务所，就中国政府和律协扶持中国律师事务所“走出去”提出了很多有益且可行的意见和建议。老挝国家律师协会会长Khamsay SOULINTHONE在与考察团交流后，表达了希望推动广东省律师协会和老挝国家律师协会签署合作备忘录的意愿。

  In the second stop in Vientiane, Laos, the delegation visited the Lao National Lawyers Association, the Yunnan Provincial Department of Commerce in Laos, the Industrial and Commercial Bank Vientiane Branch, the China Laos Legal Advisory Service Center, and several Chinese-funded law firms and international law firms. The above-mentioned business departments and Chinese-funded institutions introduced the investment situation of Chinese enterprises in Laos to the delegation and shared some typical cases, which provided rich materials for the investigation mission of the delegation. As one of the earliest Chinese law firms to start business in Laos, Baqian Law Firm has put forward many useful and feasible opinions and suggestions on the Chinese government and the Law Society to support Chinese law firms to go global. After the exchange with the delegation, Khamsay SOULINTHONE, President of the Lao National Bar Association, expressed his wish to promote the memorandum of cooperation between the Guangdong Lawyers Association and the Lao National Lawyers Association.

  第三站是缅甸最大、经济最活跃的城市——仰光。在仰光，考察团拜访了缅甸律师协会、缅甸工商联合总会以及当地数家国际律所和本地律所。缅甸律师协会副会长Kyaw Aeya携缅甸律师协会理事会成员热情接待了考察团，并向考察团介绍了缅甸的律师制度、律师行业协会管理现状以及缅甸法律对于外国律师及律所的监管。缅甸工商联合总会则非常关注中缅边境经济贸易区发展及目前遇到的法律问题。缅甸律师协会和缅甸工商联合总会都表达了希望与广东省律师协会签署合作备忘录、推进双方间交流互动的愿望。

  The third stop is Yangon, the largest and most economically active city in Myanmar. In Yangon, the delegation visited the Myanmar Bar Association, the Myanmar Chamber of Commerce and Industry, and several local international law firms and local law firms. Kyaw Aeya, Vice President of the Myanmar Bar Association, and the members of the Board of the Myanmar Lawyers Association warmly received the delegation and introduced the lawyers' system in Myanmar, the management status of the lawyers' associations and the supervision of foreign lawyers and law firms in Myanmar law. The Myanmar Federation of Industry and Commerce is very concerned about the development of the China-Myanmar border economic and trade zone and the legal problems currently encountered. The Myanmar Bar Association and the Myanmar Chamber of Commerce and Industry have expressed their desire to sign a memorandum of cooperation with the Guangdong Provincial Lawyers Association and promote exchanges and interactions between the two sides.

  在本次中南半岛三国考察行程中，考察团代表广东省律师协会与多方交流座谈的成果颇丰，不仅收集和了解到中资企业境外投资的法律服务需求、中资律所境外创业的困境和建议，更搭建起了广东省律师协会与中南半岛三国友好合作的桥梁。

  During the trip to the three countries of the Indo-China Peninsula, the delegation’s representative of the Guangdong Lawyers Association and the multi-party exchanges had a fruitful experience, not only collecting and understanding the legal service needs of Chinese enterprises for overseas investment, but also the dilemmas and suggestions for overseas entrepreneurship of Chinese-funded law firms. It has also built a bridge between the Guangdong Provincial Lawyers Association and the three countries of the Indo-China Peninsula.
