为了积极响应与贯彻党中央深改组《关于发展涉外法律服务业的意见》，提升广东省涉外法律服务水平，从而更好地为国家“一带一路”倡议以及“粤港澳大湾区”发展战略提供高水平高质量的法律服务，同时也是为了进一步深化广东省律师协会与新加坡律师公会的合作交流，广东省律师协会在省内选拔了21名“广东省涉外律师领军人才”于2019年3月10日赴新加坡开展第二期为期15日的境外培训与交流。广东广信君达律师事务所高级合伙人闪涛律师有幸成为成员之一并担任此次出行团队的班长。
In order to actively respond and implement the Opinions on the Development of Foreign-related Legal Services Industry, and improve the level of foreign-related legal services in Guangdong Province, and provide high-quality legal services for the national Belt and Road initiative and the Guangdong-Hong Kong-Macao Greater Bay Area development strategy, and at the same time, to further deepen the cooperation and exchange between Guangdong Lawyers Association (GDLA) and Singapore Lawyers Association (SLA) , on March 10, 2019, 21 members of the Guangdong Foreign-related Lawyers Leading Talents were selected by Guangdong Lawyers Association to the second phase of 15 days of overseas training and exchange participated the overseas training and exchange in Singapore. Davy Shan, a senior partner of Guangdong ETR Law Firm, was honored to be a member and appointed as the monitor of the team.
广东省律师协会代表团队在新加坡律师公会的悉心安排下，首先参访了新加坡律师公会、新加坡最高人民法院、新加坡国际商事法庭、新加坡国际仲裁中心、新加坡国际调解中心等机构，熟悉了解相关机构的运作机制、内部机构设置、司法程序以及成本费用等问题。随后根据新加坡律师公会的安排，团队成员被分别派往新加坡的相关律师事务所进行进一步的交流与学习。闪涛律师有幸进入国际知名律师事务所Baker McKenzie （贝克·麦坚时）律师事务所进行交流与学习。
Under the careful arrangement of the SLA，firstly the representative team of the GDLA visited the Singapore Bar Association, Singapore Supreme People's Court, Singapore International Commercial Court, Singapore International Arbitration Center, Singapore International Mediation Center and other institutions, to learn the relevant institutions' operating mechanism, internal organization, judicial procedures and cost. Subsequently, according to the arrangement of the Singapore Bar Association, the team members were sent to relevant law firms in Singapore for further exchange and study. Davy was honored to enter the international law firm, Baker McKenzie law firm, to exchange and study.
